A Concept that adds ideas to Scratch 4.0 and shows what Scratch 4.0 could look like. Thanks to @JloAu for the project!

no support, there is no PURPLE
This project contains a number of rejected suggestions however.
1.2 “When stop sign clicked” hat block
This block would allow users to click the stop sign to run a script. However, the stop sign is designed to stop all the scripts in the project. With this block in place, more scripts will start when you want the project to stop, thus defeating the purpose of the stop sign. Regardless, there are workarounds for this block using the timer or ghost effect blocks; these can be found in this post.

This suggestion extends to any block that causes a script to be run as a result of the stop sign being clicked, not just the specific hat block below.

6.4 Live commenting or streaming
This refers to some system where you would not need to refresh the webpage to see new comments that are posted. Some Scratchers think this would be convenient if you are engaged in a conversation with someone so that the conversation moves more quickly (somewhat like how texting works). However, aside from the technological barriers this would bring, it would also put a greater emphasis on the social media aspect of Scratch, moving the focus away from the project-creating aspect. Indeed, project creating is intended to be the primary focus of Scratch.
Those were the only two I could find in the list. Besides those, I highly doubt the Scratch Team would allow you to open new tabs or redirect the user to different links. And I also doubt they would allow changing the pen quality, FPS, or allow projects to download files without your permission.
No support, development can be very hard. And, most of the ideas here are rejected.
And, technically, this is a list. It's a list of a BUNCH of separated unrelated ideas.

It doesn't have to be exactly like the project, and the project was created before the purple update.
Though, still a list.

How to change blue to purple:
  1. Open the image in image editing software.
  2. Find a tool that fills and area with colour. This should be easy as it exists in practically all image editing applications.
  3. Set the fill colour to purple.
  4. Click on all the parts that are blue.
  5. Don’t celebrate because you really didn’t achieve anything.

Those are a small fraction of the ideas suggested in that project. There’s no reason to reject all the ideas just because some of them wouldn’t be implemented.

Huh? Why is everyone talking about lists?

I never said anything about all of these being rejected. I was just pointing out which of them won't be added.

They're saying this suggestion is actually a list of suggestions, which isn't allowed. You're encouraged instead to make a “separate topic for each suggestion you have.”
I’m pretty sure the project owner didn’t use the forums
thats why there are rejected suggestions in here
i mean, its nice but highly unlikely to be implemented. 4.0 will probably come out in years upon years and when it does, they will probably make a deisgn from scratch (pun unintended) instead of using a user generated one
Make different posts for each suggestion, also, most of thee are rejected
