So, I was having a conversation with a user which resulted in them getting mad at me, calling me things, and telling me to get off their page.

Now of course I will respect this user's request and not continue to comment on their projects/profile, but that made me wonder if I did would that be a violation of the Community Guidelines? Would even interacting with the projects (hearting/staring) be a violation?

You should report those mean comments, but anyway, kind of. The Community Guidelines do say “Be Respectful.”
It's not really reportable and you'd have to use Contact Us to explain that kind of situation if I user is stalking or bugging you since there isn't a feature to block anyone

Hmm yes. But this does seem like quite the problematic grey area since there is no blocking feature for a reason, but you also need to be respectful.

You can continue with that but just know that this is often called “Flame War” and that it is best not to respond or retaliate and instead report the user. You can learn more on the Scratch Wiki. As for interacting with the project, it should be okay, as long is it follows Community Guidelines as per usual.

No, you can love and favorite their projects whenever you want. You are also welcome to leave constructive and polite comments on their project - they can't report respectful comments, and technically stalking is allowed (but be nice and don't be creepy).

The answers above are good, but at the same time, if someone is uncomfortable with you commenting on your profile, it would be courteous to respect their wishes.

You can stay on their profile as long as you want. If a user is being rude about it, then report their comment. However, do not incite a flame war, because that is reportable as well.
