Why can't Scratch IP ban people?

For some reason, people can ban evade by making a different email and then making a new account. I don't understand why people cant be IP banned because some people harass others, and when they are banned, they can merely make a new account and keep harassing others. I really wonder why scratch won't just IP ban people who ban evade.

People can get IP banned, but it depends on what they did. Email bans are different.

Only flaw with IP banning is that people could use VPN's and get around it again.

Most VPN’s are blocked though. Got a pretty good scare once when I forgot my vpn was turned on and it said I was ip banned

Mrow meow.(VPN’s only change your visible IP to websites, so its based off what the last person with the IP did with it.)
I see, thank you. I must have not realized that they already did because I had dealt with several situations in which people kept ban evading. Thank you all!
