It's a relatively new AFD feature, and has appeared every AFD since. The problem is; it's still March 31st. Cat blocks don't appear for every AFD (if I remember correctly).

Regardless of what time zone you are in, I am assuming everybody will have at least 24 hours to use cat blocks, if they make a return this year. what if they have different timezones

I think this happened starting 2020 or so, but before that I believe festivities lasted throughout April 1st. Regardless, this year is an odd year anyway since Easter is the day before AFD; as a result, Scratch Team members are probably not online often anyway. That would be odd, as April 1st celebrations generally occur March 31- sometime on April 2 for Scratch, if I remember correctly.
