So I have a friend, Luna, and she used to make banners for people on scratch. If you don’t know what a banner is, it’s like a image that says “welcome to my profile” and people put it on their profile, and Luna decorated banners for people with effects and stuff. Luna was recently blocked though, but I have contacts with her from other sites because I knew her before she started scratch, and the site in which we have contact you can upload images, so me and Luna are wondering if it’s allowed for luna to send me banners she made for people, and me to upload them so people can see it. None of her banners are inappropriate or anything, btw.

I think the official answer is that it is not allowed to act as a “messenger” for a banned Scratcher; that is effectively circumventing their ban.

If you create a studio and call it like “Luna's Images” or something, then that's not allowed.
But if you create your own shop/studio and have her create banners for your studio, that's fine, as long as you don't say that they were made by a banned Scratcher.

People talk about talking to banned Scratchers offsite all the time, as long as they're not using the site on behalf of them.

Talking about talking to banned Scratchers is fine (e.g. "I can still talk to [banned Scratcher] on another platform“). It's specifically when Scratchers are doing things like sending messages on behalf of this banned Scratcher (e.g. ”[Banned Scratcher] told me to tell you …") that is crossing the line — particularly when done repeatedly. People talk about talking to banned Scratchers offsite all the time, as long as they're not using the site on behalf of them.

The communicating on behalf of banned Scratchers is only banned because it starts unneeded drama - if no one knows it's on behalf of a banned Scratcher, then it won't cause issues.

Of course if you say that a message is from a banned Scratcher, that would reveal it. But that's going in circles here, of course. Perhaps there is something to be said about the desire Right but how would they ever catch you for this? not to go around the rules like this.
I wouldn't say that it necessarily causes drama. It's not allowed to communicate extensively on behalf of a banned Scratcher, even if the content of such messages does not cause drama. The communicating on behalf of banned Scratchers is only banned because it starts unneeded drama
