ocular rewritten

So, when you get featured. You see yourself on the front page and you're like YAYAAYAYAYAYAYAYYAYA!!!!!!!!!! But, we all know it's a GIANT honor to be feaured. And, it would be nice if the Scratch Team sent you a message saying:

Hey, congrats on being featured! Your project is on the front page for everybody to see and appreciate the project! Have a great day!

Before you say say: OH, YOU GET A TON OF MESSAGES WHEN YOU'RE FEATURED SO PEOPLE WILL BARELY SEE IT!!!"
Messages from the Scratch Team always rise to the top of the messages page, so if somebody checks their messages they get the nice message.

People already get messages when their project is featured, i believe.
