Help "?" Button

I remember, in the days of the Scratch 2.0 offline editor, there was a tool that looked like a question mark. I think it was a help button that described individual blocks. I believe that this should be added to Scratch to make it easier to use for younger people, especially hypothetically useful for the operator blocks and variable blocks.
It could also describe what “For this sprite only” means, as I think that is a very confusing way to explain it.

I say yes..

Also add the same for booleans parameters (as well as other parameters) in define blocks, I still can't get the hang of it…

I think that there used to be a help button. It would help a LOT with certain blocks.
define Define blocks can be confusing. 
Those are define blocks, right? I just put it there to make sure I'm not misunderstood
