If a scratcher had a project that they wanted to get to the most amount of people possible, but not for their own popularity, could a more popular scratcher share it for them to get it to more people, and has this been done before?
In this situation, there would obviously be full credit given to the original creator, but they would not be the one receiving the likes and favorites on the project. I briefly looked through the forums and couldn't find anything about this.

Well, if you get their permission, I don't see why it would be an issue.

This would most likely go against the remix policy, as there would be no change and the remix policy requires all projects that are a remix of a project to be changed in some way, which includes recolors and similar things to that.
Say you use file > save as and just post the project the same as it was before, it would probably be considered the same as a unchanged remix, and taken down as it's an exact copy of a project.

I'm pretty sure they mean a different person shares a project that hasn't been shared yet, or briefly shared then removed

It would be with the creators full permission, and I don't really know why I have not seen it done before.

Ah, I thought they meant resharing a project to advertise it more. I would say this probably would be allowed with the creators permission and credit towards the original creator. I'm not aware of any cases where this has been done before, and I'm also not aware of any rules against it.
