He's on the robots.txt page of scratch and it seems like this guy has been banned from using studios. I found him a year earlier but only rediscovered him until now.

edit: this user is just some web crawler for some chinese internet browser, you can say stuff about that user whatever you want and it wont do anything

Update: It has been pointed out that this isn't really a hypothetical question - which is true - but it's also not a question that helps anybody use Scratch better.
