One of the rules of Scratch is that you cannot make bots that are used to interact with users on Scratch. But is a bot that comments on its own profile, then deletes it a short time later be considered a bot that performs social actions?

Kinda, it would be commenting stuff, but since it would be deleted early, no one would notice

Yes. It is not allowed to use bots that make comments on Scratch.
