I don't know for sure what the “silent filter” is but I've heard from… questionable but trustworthy sources that certain words are auto reported to the ST.I believe the Scratch Team has a censor for words like dam(n), cra(p) etc where the comment is still posted but then the Scratch Team is alerted of the comment and put in a report queue for the Scratch Team to review.I do know that they have this for mutes and I have heard that they have a silent filter.
