if you mean to not have flag scroll lock just put two in the level with the scroll lock one with a lower map id

see inside -> editor sprite -> scroll sideways until you see the ‘define edit’ block -> scroll down until you see this block:
replace item (item # of (brush) in [MAP v] :: list) of [MAP v] with [thing]
then take it out of the code and you can place multiple end flags
you could also remove the brush=63 out of the if block
