Usually, yes, but the Scratch Team can allow it on very rare occasions. For example, if someone's username causes gender dysphoria or contains personal information, their username may be changed. But most people want to change their usernames for reasons like “I don't like my username any more.” These requests are usually rejected.

But… I'd actually like to know how and why Phantom's username changed.

Is being informative allowed? I'd just like to know, so that I don't get a strike..
