Basically (to my understanding): if someone in the European Union wants to have their account information completely wiped, with (almost) no trace remaining, the Scratch Team needs to set their account to a GDPR account, effectively erasing (almost) all comments, projects, forum posts, etc. from the website, not even to be visible by the Scratch Team (citation needed). As said above, this is why the join date is January 1st 2000: to keep the actual join date hidden.
